Goaline and dead ball personnal foul

Hello guys!

Here is the situation :
2nd and 5 on B-15. Run by A28 who is tackled on the B-5, where the ball is declared dead. After that, A59 commits a personnal foul on B50. The ball was not ready for play.
1st down for A, the 15 yards penalty is enforced from the B-5.
But, 1st and 10 from B20 or 1st and goal from B20 ?

I assume this is 1st and 10... but in doubt... I'm asking your opinion!

SLASC, since Team A had advanced beyond the line-to-gain when the ball became dead and before the dead-ball foul, they have earned a new series. Thus, the foul is "between series," so the line-to-gain is not set until after the penalty. A, 1/10, B-20.

As a matter of history, when David Nelson was the Sec-Ed of the rules, the line-to-gain was set immediately when the ball became dead, and Team A would, indeed, start with 1/25. That was something about which he and his great friend and colleague John Adams disagreed for many, many years, but Mr. Adams could not get Mr. Nelson to change. So, when Mr. Adams succeeded Mr. Nelson as Sec-Ed, that was just about the very first thing he changed. He, and most coaches, I think, just didn't think it was good for football to have a team begin a new series with 1/25. The distance penalty was enough. Let them begin 1/10.
So, there you have it.
