Kick play

This is from an NCAA rules test. What are K's options using NFHS rules?

4th/10 @ midfield. While K1's punt is in the air, R1 blocks K2 below the waist @R-45. The grounded kick is first touched by K3 @R-25. R2 picks up the kick @R-20 and runs to the R-35 where he fumbles. K3 picks up the fumble and (a) is tackled @R-10, or (b) scores a TD. What are K's options?

I'll take a whack... 

First If K declines the foul, R gets the ball at the spot of first touching.

If K accepts the foul, R loses the right to first touching.  The foul occured during a loose ball play, so it's assessed from the previous spot, so it's 1/10 at the R 40.

Concur, except for the spot -- BBW is 15 yards.

Since R will not be next to put the ball in play, PSK doesn't apply.

Agree with VALJ and 'BAMA - but see 2012 Fed Case Book play 6.2.5C (new this year)...Same play....

"4th & 5 from K's 30.  Punt is grounded and first touched by K at R's 30.  Ball continues rolling and is picked up by by R35 at their 25.  R35 is hit and fumbles at his 28.  K recovers loose ball at R's 26.  DURING THE KICK, R is flagged for holding.

RULING: If K accepts R's holding foul, it is enforced from the previous spot WITH A RE-KICK since PSK no longer applies as they would not be the next to put the ball in play and the awarded spot of first touching is not applied. If K declines R's foul R will put the ball in play at the spot of first touching."

Now my question is: if R's foul is 10 yds, and accepted, why is it a rekick?   ^flag the FED

What gets me is that even if it actually was 4th-and-15, why use the term "rekick"?  Depending on the game situation, K might want to run a play on 4th-and-5.

At any rate, I'm sure we'll get an interp from NFHS making a correction.

Ok Referees, how would you announce this?  This would be my stab at it (situation B):

"While the kick was loose, the ball was illegally touched [S16] by the kicking team [point], therefore, they cannot keep the touchdown.  Also during the kick, there was an illegal low block [S40], by the receiving team [point].  That 15 yard penalty will be enforced from the previous spot, resulting in a first and 10 for (insert city of kicking team). [S8]"

Not bad; but I would modify the last sentence by saying, "by rule, since R would not be the team to next snap the ball (edit: K recovered in the end remember), the foul for the BBW (15 yards) would be enforced from the previous spot - resulting in a 1st & 10 for K".

With the hi if, hi def, systems we have around here, you would be wasting your time announcing it.
Just tap the mic switch a couple of times like its inoperative, look puzzled, then give the signals.
