Not a good precedent, IMHO, regardless of whether the hit was in fact targeting.

The suspension seems to be a move in the direction of the NFL, where the conference will review plays independent of the rulings of field officials and take actions based on different criteria. That model works fine when the players and officials are all professionals and league employees, but I don't think it's suitable in amateur athletics.

As a practical matter, the more conferences and the NCAA start behaving like the NFL, the more pressure will build to compensate players and function as professional leagues.

This is not precedent. It has been going on for a few years now and is actually provided for in the rulebook

ARTICLE 3. If subsequent review of a game by a conference reveals plays
involving flagrant personal fouls that game officials did not call, the conference
may impose sanctions prior to the next scheduled game

As a former safety, I just shake my head over the lack of basic defensive mechanics.  He could have made a play on the ball and probably intercepted the pass, but he was too intent on laying a big hit on the receiver.  I suppose it is more important to get on SportsCenter than to get a takeaway for your team.

On top of that, he looks like compounded the hit by going back toward the guy on the ground to taunt him.
