Obviously out of the play / defenseless player

3rd and short at the 50 yard line.  Team A is running a single wing offense with all 11 players in the box.  Team B is in a very tight defense with all 11 players within 3 yards of the LOS.

Back A-21 takes a direct snap and breaks off tackle and is immediately in the open heading for a TD when A-81 who was the opposite side TE starts looking for someone to hit.  He picks B-56 who is just getting back up at the 48 yard line after diving in an attempt to tackle A-21 who by now is crossing the 20 yard line on his way for a TD.

A-81 contacts B-56 from the blind side with a violent shoulder hit and puts him on the deck and tops that off with some verbal BS directed at B-56 who is now on the ground.  Flag is thrown at the 48 yard line as A-21 is now around the 10 yard line before finishing his run in the EZ.

What's the enforcement here?

Sounds like there is a UNS foul too, which should be noted, even if the penalty for that is declined (only one can be enforced as both are live ball fouls now).

UNS is a non-contact foul so this is PF.  I do agree that the rules should include a provision for counting this type of PF to count towards the two that get a player tossed.

This result is a consequence of last year's rule change.  We now have unsportsmanlike fouls that may not be penalized due to their live-ball nature.

The number of the player still needs to be noted in case he commits another.  If this is his second, he's ejected.
