PSK is enforced from the end of the kick or ABO if behind the end of the kick.  What kind of play is a return?

That would be a running play which is enforced from the basic spot wich is the end of the run unless it is a foul by the offense behind the basic spot then it is enforced from the spor of the foul.

PSK is an exception to the basic spot for a loose ball play (before the kick ends) which would otherwise have previous spot enforcement.

The basic spot for a PSK foul is the end of the kick, unless the foul is behind the PSK spot.  Then it's the spot of the foul.

A foul "during the return" (after the kick ends and R has possession) is handled like any other COP play.

Also important to note:  PSK fouls are considered post-possession fouls.  R is considered to get the ball with clean hands even though their PSK foul occurs before they physically possess the ball.
