A4 runs OOB while running a pass route. Pass thrown his direction is intercepted by B36. A4 has since returned in bounds and he makes the tackle. What do you have? What is the enforcement?

It doesn't really matter whether he makes the tackle or not.  When he re-enters, he has committed IP.  The foul is commited after the INT, so the penalty is penalized from the end of the run.

A4 commits Illegal Participation when he returns inbounds. If A4 returned inbounds before B36 intercepted the pass, it is a foul during a Loose Ball Play with previous spot enforcement. If A4 returns after the interception, the foul happened during a Running Play and enforce at the end of B36's run.

If A returns after the interception, is it illegal participation since that foul applies only to A and K? Or do A and K remain even if a change of possession occurs?

The A/K designation remains the same throughout the down. Only the terms 'offense' and 'defense' change.

That said, please note that although 9-6-1 is restricted to A/K and prior to a COP, 9-6-2 is not.
