Still not the actual wording, bu better than the press release.

The following are the 2013 NFHS Football Rules Changes in a simplified format. Case plays and other interpretations will be made available when received.

1-5-3a(5)a Towels of any one solid color are now legal as long as they are not ball or penalty flag colored. Only one manufacturer’s logo/trademark is permitted. School name, mascot, player number, etc. is not permitted. All team members must wear the same color towel.

1-6 Any form of available communication technology may be used by coaches, players and non-players during an outside-the-nine-yard-mark (sideline) conference and during the halftime intermission. Use of communication devices during any inside-the-nine-yard-mark (on-field) conference continues to be prohibited.

2-4-1 An airborne player/receiver who has forward progress stopped inbounds and is carried out-of-bounds by an opponent before contacting the ground is awarded a catch at the spot of forward progress.

3-5-10d Last year, if a player’s helmet came off while the ball is live, and was not due to a foul by his/her opponent, that player had to leave the game for one down (unless halftime or an overtime intermission occurs.) For 2013, the rule was expanded to include subsequent dead ball action related to the down.

6-5-6 Penalty A 15-yard penalty with an awarded fair catch from the spot of the foul was added to the existing options for kick-catch interference. The option to try a scoring free kick after the awarded fair catch remains.

7-5-10 Penalty This rule change removes the automatic first down for defensive pass interference and the loss of down for offensive pass interference. Both fouls will continue to result in a 15-yard penalty.

8-3-3 Clarifies that the touchdown-scoring team is the only team that can score on a try.

9-3-8 Last year, during a free kick, no member of the kicking team could initiate contact (block) with an opponent until the ball had traveled 10 yards, or until the kicking team was eligible to recover the free kick. For 2013, the rule has been further clarified to allow any member of the kicking team to initiate contact once any member of the receiving team has initiated a block.

9-4-3l It is now a personal foul for any player or non-player to initiate contact with an opposing player whose helmet has come completely off.

9-6-4g It is now a foul for illegal participation if a helmetless player blocks, tackles or otherwise participates beyond the immediate action in which the player is engaged when the helmet came completely off. This is a live ball, basic spot foul.

Awesome. Gives my state interpreter another opportunity to contradict the rule and declare: "the receiver must have something down inbounds or it's no catch. Period."

We were doing just awesome til that last sentence.

I will be much less inclined to worry about anything towel related with this change. I agree I could have done without that last sentence.  Shoes and gloves don't have to match. Why do towels?

Yep. This from the same group who thought the OPI and DPI penalties were too severe. Go figure.

Had a game this past season where this would have likely occurred.  R trailing by one late in the game, K punting from their own EZ.  R is interferred with at the K 38.  R declined the half-the-distance-and-rekick option & ended up missing a FG attempt on 4th down.

Naturally, R's coach wanted the ball at the K 23.

Socks, chin straps, wrist bands, and mouth pieces don't have to amtch either.  This last statement simply creates a gotcha moment, and does not improve the game.

Every now and then the rule makers try and do something to make our job easier, and still people complain.  All this nonsense about towels is clearly and unequivicably the responsibility of the Head Coach, not the game officials.  If there is a purple towel already on the field any additional towels, worn by players of that team must be purple.  Should a player enter the field with a towel other than purple, when there is already a purple flag on the field, SEND HIM BACK.  There's no need to flag anyone, or stop the clock while the team decides which player (and which color towel) should stay and which should leave.

It would be the coach's responsibility to make that decision without delaying the game, or to call TO if he has any left.

Still waiting for the day I have like 10 or 12 muffs to the other endzone and A jumps on it. I need to read the rule book to see if this can actually happen?

A word, two, or three about the new rules.....The original idea of solid white towels was for uniformity. The restriction of team colors, "good cause" colors, etc. seemed excessive. Uniformity is still part of the rule, but it should make our job easier. Most players have their towels on during pre-game and that is the time to correct any issues. KCI becoming a spot foul would still allow R to take previous spot enforcement if it was to their advantage..i.e... booming punt to spot of foul. No possible score by B on PAT clears up a concern of a TD as time expires. If the scoring team was down by 2 or less, would you need to run the PAT? NCAA with their PAT rule says yes, we now can say no.

Not necessarily. There are states that use point differentials as a tie-breaker to determine playoff seeding. You can say no, but it's not an absolute in all locales.

Good point, Rulesman, as 8-3-1-EX states : "...OR playoff qualifying." I would hope that very few states use this as a tie-breaker as IMHO it doesn't have a place in high school athletics. I would rank Iowa's secondary tie-breaker of alphabetic order as better :).

More states use some form of point differential in the equation than those who don't.

Most commonly used when there is a three way tie for first place in conference.  All three teams would usually make the playoffs here but they have to be seeded and the champion gets a higher seed.

Now my 11th grade year when we had to win the final game by 9 to win it and only the champion went to the playoffs back then......PRESSURE!

I'm very surprised to learn that point spreads are used in tie-breakers in several states  :!# Head-to-head results seems to be the natural tie-breaker, but like HLin NC mentioned, a three way tie may cause the need for a 2nd tier. Many states use formulas including the records of opponents beaten or of strength of schedule as secondary tie-breakers with the last resort becoming a coin-toss. A few years ago, my state (Maine) was considering options replacing the coin toss. I lobbied for the former Big Ten Conference final tier tie-breaker of : "Last team to go to the Rose Bowl is eliminated"...i.e...the perennial powerhouse would stay home and the underdog would get it's shot. 8] Our final tier tie-breaker is still the coin-toss pi1eOn...maybe the powerhouse coaches didn't feel it was a very good idea ???.

should there be a 3way tie  for Districts here:
team3 v team2 play for a quarter.
whomever wins, plays team1 for one quarter.
I suppose that is better than horsing around w/ points, etc.  still though, a quarter, huh?
Any longer though, many districts are no more than 5 teams anyway. so 40% of the teams make the playoffs...
Oh well, more games for officials to work.

Sounds interesting, Steve, I think I would want to be "team 1" and hoped that 2 & 3 banged each other up in their quarter ;D! My concern with point spreads being used is that would give a coach an excuse to run up the score. :( On the flip side, Connecticut has a rule that if a team wins by 50 points or more , that coach is suspended for one game unless given a reprieve by the opposing school's athletic director eAt&!!!!

OK, Only because you asked:

If three or more teams are tied for making the playoffs, first tie breaker is head to head.  Did any team beat all the others?  If not, does any team have a higher winning percentage in games among the tied teams?  If everything is still tied, we go to the infamous Mini-Game!

GHSA TIE-BREAKER MINI-GAME PROCEDURE (NOTE: The option to play a Mini-Game to break a tie is available
only to regions that have adopted the GHSA plan for breaking ties without any modifications)
1. The schools shall meet at a site selected by the GHSA Executive Director for a playoff on the Monday night after the end of the regular season.
2. The games will consist of two five-minute halves. The play begins for the first half with a free kick, and standard game rules and scoring are used.
3. There will be a two-minute intermission between the two halves. Play begins for the second half with a free kick.
4. Each team will be given two (2) timeouts in the first five (5) minutes and one timeout in the second five (5) mintes.  Unused timeouts in the first five minutes may be carried over to the second five minutes.
5. If the score is tied at the end of two overtime periods, the teams will go to the GHSA 15-yard overtime procedure.
6. A coin toss will determine the order of play.
a. When three teams are tied for one open spot, the team winning the toss gets a bye - and then plays the
winning team of the first Tie-Breaker game.
Example: Team “C” gets a bye
Team “A” plays Team “B”
Team “C” plays the winner of game 1
Winner of game 2 qualifies for the playoffs
b. When three teams are tied for two open spots, the following format will be used.
Example: Team “C” get a bye
Team “A” plays Team “B” and the winner qualifies
Team “C” plays the loser of game 1 and the winner qualifies
If Team “C” wins game 2, the regular season winner between Team “C” and
the winner of game 1 will have the higher placement
c. When four teams are tied for one open spot, the pairings will be determined by draw and the following format will be used.
Example: Team “A” plays Team “B” in game 1
Team “C” plays Team “D” in game 2
Winner of game 1 plays winner of game 2
Winner of game 3 qualifies
d. When four teams are tied for two open spots, the pairings will be determined by draws and the following
format will be used.
Example: Team “A” plays Team “B” in game 1 and the winner qualifies
Team “C” plays Team “D” in game 2 and the winner qualifies
The winner of the regular season game between the two winning teams will have the higher placement

NO ONE wants to go to a Mini-Game.  A 10 minute "game" is a crap shoot, plus it happens on a Monday night, so your prep time for your first playoff game is totally shot.
