In a normal formation yes... But no if they are outside 7 yards and/or their block is from behind at or below the knees (clipping).

Very generally speaking, and, as VA-Ump notes, from typical formations, yes. But those linemen more than 7 yards from the middle lineman, are restricted in direction, and of course, if there is a legal scrimmage kick, or following any change of possession, they, and everyone else, are prohibited.

Clipping (blocking from behind and below the waist) aside,
Interior lineman will usually be unrestricted in their blocks below the waist.  LIkewise for ends who are completely inside the 7-yard boundary.   

No player may BBW during a kick down - from snap/kick to dead-ball - and after a change of team possession.
