"Uncatchable" Pass

Has this been foul been removed from the NCAA rules?  I've seen numerous fouls called when it was OBVIOUS that the pass could never have been caught (including in the EZ last night in the Rose Bowl). 

If the rule still exists, what criteria are required to meet the test; and, at least, to make the foul more consistently called.

Don't think of uncatchable from a Webster dictionary definition.  In general the ball needs to land well out of bounds or well beyond where the interference took place if it's in the field of play.  I've seen a little more utilization if the receiver is stationary and the ball sails well over his head.  In general, uncatchable should not be used liberally.  These guys are amazing athletes and you can't say with certainty many times if he would not have been able to get to a ball minus the contact.

7-3-8-c also reads "When in question, a legal forward pass is catchable".

So that seems to tend to a bit more liberal application of "catchable".

Looking at that play, it was probably flagged because the receiver was deprived of the opportunity to jump to try to catch the ball.

Is this a "national" or "specific conference" interpretation?  Might as well take the rule out completely...
