Not sure I would let them snap in defended.  Maybe as DOG on defense

Not sure you can do that    But I also don't understand why team B coach would do this. It is clear when he does this what he is trying to do.   Why not just have the kids lineup in defense and make a halfhearted attempt to tackle the ball carrier?  Then when he gets close to the goal line tackle him from behind pushing him into the Endzone.

By the NCAA rule you have to decide if the defense is ready to play or not. If this is an intentional formation, then I guess they are ready, so you can let team A snap the ball.

I cant find anything that would make this illegal...defense clearly doesnt have the same restrictions(9-yard marks, allowing offense to match subs, deception) that the offense does. Unless the coach is on the field or they have more than 11 I dont see anything wrong with this. I know of a few times here in TX since we have the positive points rule that teams that lose on a last second play refuse to play defense for the try since the game is over. I've seen offenses literally walk into the EZ for a 2-pt conversion uncontested.

Because if they would have sent out their defense the QB would have just taken the knee like he was going to. When the defense left, the QB saw his moment for glory and ran with it.

Why? By rule they don't even have to snap it. If the defense doesn't want to participate, award the offense two points and get out. The less time on the field at the end of a game the better.

Offense was dumb enough to score...  Just stand there in victory formation and take a knee
