Ball carrier gave up?

At 41:37 the play starts. B49 gets the handoff, tries to run left, break back right and when he gets midfield losing about 12 yards on the run the ball carrier B49 seems to quit on the play.

Does it look like that to you too? Should the R have blown the play dead? Would any of you flag him for UNS for getting back to running after looking like he quit even if the R didn't whistle the ball dead?

 I would have blown this dead, forward progress is stopped. If you do rule that forward progress hasn't been stopped, then you obviously cannot flag A49 for anything illegal. If you whistle and he still takes off, you could flag him for delay of game.
