I've been under a rock, can I have feedback about:
Are all D1 conferences using 8-man crews for all games?
What about FBS, d2 & d3?

I believe all FBS conferences are (definitely all of the "power" conferences). Not aware of any FCS, D-2, or D-3.

All FBS use 8-man, some FCS use 8 man as do some DII and DIII

I'm aware of 2 D-II conferences that are NOT using 8-man. Just a guess as to who might be, I would say the MIAA and GLIAC might be candidates.
