1)  A1/10@B-25 This is the start of the first overtime possession. Prior to the snap but after the entire offense is set for a full second, two receivers shift from the right side of the formation to the left. Prior to setting again, the ball is snapped.  QB A1 throws an interception to B88 and B88 returns for an apparent TD.  During the Return B7 blocks A80 below the waist from the front at the B24. Ruling, Game Status?


2)  A1/10@B-25 This is the start of the first overtime possession. After setting for a full second WR A80 who is set on the LOS goes in motion from the left side of the formation in one fluid motion and resets in his new position on the right side.  after the snap B88 intercepts a pass and returns it for an apparent TD.  but give an obscene gesture at the A5 before crossing the GL.  Ruling?

1) Everything declined, no score, go to the "bottom of the 1st" overtime.
2) No score, UNS enforced on next possession.  B 1/10 @ A40 to start the "bottom of the 1st" overtime.

Bossman is correct, rule 3-1-3-g-3:

Fouls after a change of team possession (A.R. 3-1-3-XI-XIII):
1. Penalties against either team are declined by rule in extra periods (Exceptions: Penalties for flagrant personal fouls, unsportsmanlike conduct fouls, dead-ball personal fouls and live-ball fouls treated as dead-ball fouls are enforced on the succeeding play).

2. A score by a team committing a foul during the down is canceled. (Exception: Live-ball foul treated as a dead-ball foul.)

3. If both teams foul during the down and Team B had not fouled before the change of possession, the fouls cancel and the down is not repeated.
