End of Quarter

Trying to find the rule for a penalty at the end of the quarter and how to administer.  Say a holding penalty on the offense at the end of the 3rd quarter.  Is the next snap an untimed down or next play happens in the 4th quarter.  Thinking about fairness and weather how that would affect the next play.

Rule 3-2-3-a-1  Penalty accepted for a live ball foul during a down in which time expires causes the period to be extended for an untimed down or downs until there is a play with no fouls called.

Ok.  That hurts if the offense has the wind and gets to use that to its advantage if it fouls at end of quarter.  Especially if it's on a kick!!!

Hold on. Let’s clarify. The period is extended for an ACCEPTED PENALTY for a foul by either team. The opponent of the fouling team may certainly decline the penalty, and allow the period to expire.
