2022 NCAA Bulletin 2

This bulletin (attached) is mystifying. Do NCAA officials really need item 1 or item 2? Who didn't, or wouldn't have known those? Ah, wait. These bulletins - at least officially - go to the teams/coaches, too. It is those guys that probably need this information. They probably think the 'flip' of the ball is not a forward pass, so the loose ball is fumble. Wrong.

This made the last play of Shaw’s video of his week, the illegal forward pass version where the QB catches the flip and then throws another forward pass.

Unless they just didn’t see the ‘flip,’ I am flabbergasted that FBS officials missed this. Flabbergasted.
