Rule Changes I’d like to see

Make blocking below the waist 100% illegal. The current rules are very difficult to officiate, even with 8 officials, and especially with only 5.

Change the rule regarding kicking team players going out of bounds to only apply between the goal lines. The kicking team gains ZERO advantage by going out of bounds (sideline or end line) in the opponent’s end zone, so they they shouldn’t be prevented from making a legal play on a loose ball if they go OB from the end zone.

For the dignity of the game, require that:
-all jerseys must extend at least 6” below the belt, and be tucked into the pants at all times;
-all jerseys must have sleeves that cover the upper arms, OR a player must wear an undershirt that exactly matches the color of the jersey, with sleeves that cover the upper arm;
-all players must wear leggings or undergarment that completely cover the legs from the player’s pants to the player’s shoes;
-there shall be no exposed temporary markings on any player’s person other than a single maximum 1” high x 2” long black horizontal stripe eye shading with no lettering, numbering, or logo of any kind, immediately under one, or both, of the player’s eyes;
-a head covering, if used, must be worn on the head, and shall not be pulled down and visibly gathered around the neck;
-a player may wear a single white towel with exposed dimension of 4” wide (exactly) x 12” long (maximum), with no marking of any kind, worn on the front waist at the belt;
-a player may wear a single 6” wide x 4” high flexible information card on the player’s front waist/belt;
-no uniform attachment other than a towel and/or information card may be worn.
-game officials have the authority to remove non-compliant attachments, or require the player to leave the game to have the attachments removed.
-any player that makes a signal similar to official signal 8 (first down) has committed an act of unsportsmanlike conduct (zero tolerance).
-any player that makes a “shushing” sign to spectators or the opposing team has committed an act of unsportsmanlike conduct (zero tolerance).
-any player that simulates a fictitious superhero exposing his uniform beneath his imaginary shirt has committed an act of unsportsmanlike conduct (no tolerance).
-any player that “plays to the crowd” by pulling on his jersey to draw attention to himself has committed an act of unsportsmanlike conduct (no tolerance).

Remove game officials from responsibility for enforcement of any other uniform or equipment violations.

Require that the ball must be thrown to the ground or stadium structure without touching any player to be considered intentional grounding (no ING if it touches any player, intentionally or other wise).
OR
Define (by rule) “area” where there is no eligible Team A receiver at 6-3-2-g & h.

Specify that grasping of an opponent’s person or jersey outside the front frame of the body (i.e., grasping of an arm(s) or the the jersey/pads at the shoulder), with or without obstruction of the opponent, is illegal holding. (Grasping of an opponent’s jersey inside the front frame of the body without obstruction is not a foul.)

From an upright position (both feet on the ground with no other part of the body touching the ground), no player shall throw himself, or intentionally fall, on an opponent who is in a prone or supine position, who is laying on the ground on their side, or who is in a position with both lower legs on the ground. Personal foul, 15 yards, first down for team B fouls before a change of team possession.
Provide an AR that expressly addresses a ball carrier that chooses to begin a feet-first slide just before the ball breaks the plane of the goal line, with a ruling that such action is covered by 4-1-3-r, and the ball is dead when and where the slide began.

The game would be better served.

I’ve never had a drop of alcohol or used any form of stimulant or intoxicant in my life. Sadly, I suppose, I’ve been doing this long enough to remember when this game was far more dignified, and far more straight-forward than the product we have today. I want to see the dignity restored, and the need for “rules experts” on TV to go away.

Elvis, I believe you, but you sure chose an unusual screen name (Elvis Lives) to represent you.   It would be like Jimmy Carter using Billy Carter for a screen name.   It is nice to know there are other Texas Baptist out there trying to be what their momma wanted them to be.

Changes I'd like to see:

1) BBW go away altogether

2)  This would be a UIL rule change, but don't have coin toss for subvarsity.  The only honor, perk, or privilege of being a captain today, is being one of 4 guys walking to the middle of the field.  That's it.  We don't use captains for anything else, neither do the teams.  Home team - you're kicking first half, visiting coach, you pick the direction.  2nd half - visitor, you're kicking, home team coach, pick a direction.  No confusion.  Would save us a few minutes of time too.

Personal foul, 15 yards, first down for team B fouls before a change of team possession.'  YES YES YES.  if you've blocked him to the ground, don't flop on top of him, you've already beaten him and he's out of the play.  The only outcomes of this are bad.  The player on the ground is just going to get more and more HACKED off. 

I'm sure I'll think of others.

While I may, or may not, believe in a deity, I hang my hat on no specific religion, which is totally irrelevant to this discussion. I picked my screen name solely to have one that, at the time, would not be identified with anybody else. It has no inference to any characteristic of anybody else, living or dead, named Elvis (or any other name). My prior screen name was mistaken for another member of our fraternity, and some folks thought I was trying to have folks believe I was him. Nothing could have been further from the truth. So, I changed my screen name to the current one, on the much higher likelihood that it would not conflict with any other human on Earth. No other reason. If you follow RefStripes much at all, you will know that I do not hide my identity, or my credentials for participating in this web site.
Just as I know nothing about any of your family members, you know nothing of mine. I will thank you to leave them out of all future discussions. You have my solemn promise of reciprocation.

Now, perhaps we can discuss possible rule changes for the good of the game.

The ceremony of the coin toss is an important part of high school football (varsity and sub-varsity). Getting to represent your team in that ceremony, and the pride your family has in watching you represent your team, can't be measured. I only got to do it once, in a sub-varsity game, and I will never forget it. It is for those life-long experiences that such scholastic extra-curricular activities exist. Let's don't take that away from anybody. To save 3 minutes of time? For whom? Us? That's not our time. It's not the coaches' time. It's the players' time. Let 'em have it, and let 'em enjoy it. Execute a sub-varsity coin toss just like you would a varsity game.
