Foul on a punt or interception with a return for a TD

On either a punt return for a TD or a interception returned for a TD, am I correct that for the penalty enforcement to be assessed on the try or kickoff is that the foul must be after change of possession?  If the foul occurred prior to the change of possession, like holding by K or team A, the only option is to decline the penalty to keep the TD?

For an INT or fumble return TD, if foul was before change of possession then they'd have to decline the penalty to keep the TD.

For a punt, they can add it to the Try only but not the kickoff.  It's an extension of the tack-on rule essentially.

I realize I misread that other post, and thought it was about post-possession fouls, not pre-possession fouls.

Yeah, 8-2-3 doesn't apply for anything before R/B gains possession of the ball.

Post-possession foul by K, R could enforce on try or kickoff correct?  (would be same for INT, fumble, or Kick return TDs)
