Still true? - U is opposite the TE?
Also for passes, U really doesn't move to NZ as the H is watching for that?

The U's pre-snap position is not dictated by the TE. Conventional wisdom places the U as near to 'head up' on the snapper as he can get, adjusting for linebackers, etc., and 7-10 deep. The L has responsibility for passes and NZ, so the U doesn't need to get to the NZ as the play develops. The H moves downfield when he reads pass, with responsibility for the linebacker 'belt' (as well as observing his key).
