I agree with Welpe, I don't understand why the rules aren't across the board for NFHS and NCAA

Dave Nelson's book "Anatomy of a Game" speaks to the issue.  There were college rules before there were HS rules.  At one time all used college.  HS administrators around the country started asking for changes and the college rules committee would not adopt them.  The HS guys formed their own group so they could create their own rules.  I don't recall why Texas and Mass resisted. I suspect Mass resisted due to its storied history as the site of the first intercollegiate football game.  Texas probably resisted "just because" we are Texas.  ;-)

This has caused some problems over the last 6 or so years as NCAA rules have enacted the 40 second play clock, replay, 10 second reduction and other rules that are not suitable for high school football quite yet either due to expense or practicality.  What we use in Texas for timing is from the 2005 rule book, which is certainly confusing to the new members.

I think it is almost time for Texas to develop their own rule book or work with NFHS to make significant changes and adopt their rules.  I can't believe I just said that.

One reason I heard is the age of the players, NCAA players are 18+, NFHS covers players down to 5 or 6 so safety and skill levels must be taken into account. A lot of the rules are modified, for example in Ohio we do not free kick below the 9th grade. Team starts at the A 35 to start the game or after a score. Every youth league also has their own league rules (some make no sence!). These reasons make sence to me why the rules are different. Of course we will still be asked why we called DPI on an uncatchable ball.

Who cares if they do or not? I hardly ever see teams from other states and certainly not from Texas or Massachusetts.

I think Texas uses NCAA rules because our players are much better at adapting to the style of play that the NCAA rules allows. (tongue firmly in cheek so don't bash)  nAnA

Pick a sport and NFHS has it's own take on the rules. I work baseball and football as an official. The rules are different in baseball with 3 different codes: MLB, NCAA & Fed. They all have different rules for various infractions. It gets to be difficult to keep them straight when you work all 3 codes. You have to tell yourself what code your doing before you hit the field.

It seems that Fed wants to "justify" its existence and rules are a way to "justify" them being around. I agree with some of the rules that NFHS uses in sports for safety and game management...some are just out dated and overkill.

NFHS generally offers 3 rationales for having its own rules in various sports:
1. participant safety
2. increased participation (easier substitution)
3. ease of officiating (simpler rules)
Some states do not regard the hassle of dealing with NFHS as worth the benefits that their rules confer.
