Substitute - Never Inside The 9's

What do we have?

Incoming substitute A-88, a wide receiver, enters the game after the RFP with Team A already in position and ready for the snap. He goes directly to his position on the Team A side of the field replacing A-87 who was already in formation just outside the 9’s.  The defender (B-26) is already in cover position directly in front of A-88. QB A-24 waits for A-87 to leave the field and then calls for the snap.  The play is a quick "look-in" forward pass to A-88 (the incoming substitute who just came in).  The pass is intercepted by defender B-26 and returned for a TD.

As distasteful as it may seem to team B, the play should not have been allowed to get beyond the snap. By rule, this is a dead-ball foul. 5 yards from the succeeding spot, continue the down, play clock to 25, and the game clock is status quo. If this happens inside of 1 minute in the 2nd or 4th periods and the game clock is running, team B has the option of a ten-second subtraction.

One of the few places (along with blocking below the waist) where the FED rule is superior to the NCAA rule.  In FED, this is an Illegal Formation, a live ball foul.

It also makes little sense for it to be a dead ball foul in NCAA.  It is a "foul" that can be corrected anytime until the snap by simply having the offending wideout shift inside the nines before the snap.  So it's not a foul UNTIL the ball is snapped, which means the play isn't shut down until AFTER the snap, which can lead to safety issues.

Why not simply make this a live ball foul just like an Illegal Shift or Illegal Formation?

So we have team A substitute that goes 7-8 yards into the field of play and is covered by a team B defender and no substitutes are coming to from team B to respond to team A’s substitution.  I don’t want to get too technical on this one, I am staying away from calling this unless my supervisor explicitly informs me he wants this called.
