SK enforcement

A 4/10 @ 50. As A's punt is coming down, B1 signals for a fair catch at the B-5 but does not touch the ball. The ball bounces at the B-4 and then touches B2 on the leg (not forced). The ball then bounces into B's end zone where A1 falls on it. While the ball was rolling in the field of play and after B1's FC signal, B1 blocked A2 at the B-5.

That's a 15 yard penalty, but it is not a a "Personal Foul." It is an illegal blocking foul under Rule 6. So, it does not carry over. The penalty would be declined, and Team A scores a touchdown.

Result of the play is a touchdown. I don't see any option for team A to have the penalty enforced on the PAT or kickoff (it is not a PF nor a USC) so team A will obviously decline the penalty.

If for some weird reason the team A insists on having the penalty enforced, it will be 1st and 10 for team B at B-2.5 as the penalty is enforced from the PSK spot, which I deem to be B-20 in this case as team A is responsible for the ball being dead in the end zone.

No, it wouldn't, since Team A is in legal possession at the end of the down. The penalty statement says that such a foul on a scrimmage play is PSK enforcement. However, I believe that this presumes Team B is in possession at the end of the down. Otherwise, Team A would decline the penalty, and enforcement would be moot.
Somebody can probably dream up a scenario in which Team A would want to accept the penalty, but I'm not gonna wrack my brian on that one. But, if they did, it would be a previous spot enforcement.
