If/then
« on: July 07, 2012, 03:46:05 PM »
Started working on my training powerpoint for this year.  We're going to go over the if/then items (ie. if you can't determine whether a pass was forward or backward, then it was forward) with the new officials.  I have a few of them but I wonder if anyone knew where I could find a good list of them.  I'll keep looking myself.

Try page 82 of the 2012/13 Game Officials Manual

Is that the NCAA Official's manual?  Where can I find that online?  Thanks for the help.

No, it's the Federation manual that is published every 2 years. The title changed with this version. Mine came with the Rule and Case Books last week.

If you check out the NCAA rulebook, it has a list of the "when in doubt" rules, which is what I think you're looking for here.

Very good, thanks. tiphat:  Haven't gotten my new rulebook yet.  Not sure what the holdup is but I'll look for it in the book I have.

If I remember correctly, nearly all when in doubt rules err on the side of safety. When in doubt if block is above the waist or below, it is below. When the ball is catchable or uncatchable, it is catchable. When it is running into or roughing, it is roughing. These are listed on FR-109 of the NCAA book posted HEREhttp://www.ncaapublications.com/DownloadPublication.aspx?download=FR12.pdf

I did find them in the officials manual.  Now I'm looking for a list of the college/pro vs. high school rule differences if anyone knows where I can find that.

If you are putting training material together for NEW officials, wouldn't it be best to have them concentrate on the Federation rule book and not worry about the differences in the other codes? At least not yet.

I agree with Rulesman on this. What if a new official does not throw a flag for DPI on a pass that was uncatchable because he/she remembered hearing in class about uncatchable passes but in the heat of the moment forgot it was a difference in codes that was being discussed.

Rulesman and Tom you are both correct but the college/pro vs. NF differences are a small part of the training.  I just wondered if somebody knew where a full list was.

I also mention the differences during training, but only to emphasize that we can't go by what we see (or hear) on Saturday & Sunday when calling games on Friday.

No question focus on the NFHS rules (other than Texas and Mass.) is the primary focus, but especially on the level most new(er) officials work, confusion by coaches and spectators about what they see at upper level games fuels much of the confrontations that create problems.

There are literally hundreds of differences, but a relatively small number of major differences that tend to cause the majority of problems on lower level playing fields.

Although the focus should be clearly on the details and specifics of the NFHS code, identification and explanation of those "major" differences can better equip the new(er) official to defuse some of the more common confusions that tend to arise more frequently at lower level contests.
