The officials here in Ohio as stated earlier have a Director of Officiating Development.  This office is separate from the OHSAA office ,but works in conjunction with the State Office.  The person that holds this office is a former NFL Ref and he has really shaken things up in Officiating in Ohio for the Better.  Each year he puts out a Booklet form with Approved Football Officiating standards and where he wants officials to be on a given play.  This is the same guy the began a list of legal and illegal UNS acts that was discussed in a different topic.  I was wondering how many other states have a guy in that  posit on who can lay out such a program.  I want to state that he has travelled the state in the off season and met with over 20 crews  including mine and  two others to discuss problems the crews are having and to develop such guidelines   Let me know if other states have such a program.  I am sure our mechanics  are different from others that use NFHS mechanics.  Thanks!

So who is his employer?

The NCHSAA has an Asst. Commissioner/Supervisor of Officials which places him over all sports officials.  He sets interpretations and "the big picture" but training is left up to the individual associations of which there are 9 for football.
