In HS this would be a 15 yard penalty since the field judge ran into a coach. Under NCAA should this be a penalty?

Yes.  The coach was in the restricted area while the ball was live.

Just happened in the Miami-GT game.  Evidently it's an USC foul in NCAA.  In FED, it would be signalled as Illegal Personal Contact (PF signal) but treated as USC.

This is not "unintentional contact with an official." (Don't even know what that is...it is not an NCAA term.) This is two things: 1) a person subject to the rules in the restricted area while the ball is in play  (the 5/5/15 succeeding spot scenario) and 2) interference with a game official while the ball is in play (penalty the R deems equitable, with guideline to make this 15 and a first down at the succeeding spot). We'd flag 2) interference, penalize 15 at the succeeding spot, and signal unsporstmanlike conduct, followed by the sideline interference signal.

My question is how many would intentionally run over the coach like it appears this official might have done?   Not arguing penalty but I know many (at least several) wing guys that will not make an adjustment in this situation to make a point.   It is one thing to brace yourself (as an umpire) in anticipation of a hit but this official seems to bring his arms up in a manner that I think shows he did not attempt to avoid the hit.   Also he was running heads up with plenty of room to see the coach in advance.

He did not intentionally take the coach out.  He was focused on the block ahead of the runner and the coach showed up in his peripheral vision in time for him to get his arms up to protect himself.  In full motion, it looks like a shove, but the stationary object (coach) goes down and as the official thinks he may fall down, he extends his hands strictly out of instinct. 

As an umpire, I use my arms to shield and shove all the time when a player comes into contact with me.  It is instinct.  We can't have a collision with players-coaches and just take it unless we don't see it coming.  Self preservation comes into play.

I have had almost this exact incident happen.
I was focused on the ball carrier and out of the corner of my eye I saw an object in my running path. As my head turned to see what I was about to hit, my arms came up. I knocked the coach over and extended my arms to catch my balance making it look like I pushed through him.
The coach accepted the 15 yard penalty, but made an issue with the R that I had intentionally pushed him down.
Unfortunately for me when he threatened me with violence if it ever happened again, the R just turned and walked away and didn't respond to it. Nothing else happened, but I felt a little out in the open at the R's inaction.

That would be 15 yards, easy.

And if a coach ever threatens you with violence, TOSS HIM, even if your R doesn't have the nuggets to do it.  (force the issue)

I hope there are no officials who would intentionally create contact if it can at all be avoided.  It's not worth the injury on any side of this.

At the very least, you should - if you haven't already - tell the commissioner of the league about the threat.  With the R as a witness, the commish should take an appropriate action.
