Pitt vs. Notre Dame spiking the ball

Would you please look up the video for 4th qtr around 1:59.  The play in question is the Pitt Quarterback under pressure and throws a short pass that the Notre Dame defender doesn't make the interception and then proceeds to spike the ball high into the air, and there is no call.  Does it matter that it was in the 4th quarter and this is a talk to?  Just want to get some opinions
