Earlier this season, Florida State played Savannah State in a complete blowout game that was delayed twice by lightning and eventually called off during the third quarter. At one point before the game was called, the officials went to a running clock. My question is: where is the justification in the rulebook for doing this? I know that the game can be shortened by mutual consent of the officials and both coaches, but I don't see anything in there about a running clock.
