Is this an example of changing the rules to fit what is being allowed because we are unable to get them to comply with the rule?  To be a lineman you used to have to be facing opponent's GL, have shoulders approx parallel to to the GL and have your head breaking snapper's waistline.  Now your head does not have to break that plane, just "any part of your body".  Does that mean linemen can be way back off the line but stretch a hand forward such that it is breaking the snapper's waistline plane?

Maybe this is intended address the big WR's who are intending to be "linemen", but since they are not in a down position only their lower (forward) leg is "breaking the snapper's waistline plane" and their head is not actually breaking the plane?

I had a coach trying to pull this on me (remember, the level of education about football here is not like in USA).
He told his tackles to be off the line and put their hands forward to 'break the plane'. After a few warnings to the tackles, I just started flagging them for it. The coach flipped at me so I send him the rule after the game (quite politely) as it was written at that time. He never referenced it again, but was not very friendly to me after that...

Even if the linemen DO line up and place their hands forward to be breaking the plane - you can bet that towards the end of the game they will not get the arms fully extended on every down, and will forget - making the formation illegal.
