Or did you consider the contact (YOU) observed excessive, dangerous, deliberate, intentional, intended to be otherwise harmful or excessive, or was it incidental to the action and DID NOT cause UNREASONABLE/EXCESSIVE risk, harm, or threat, to the intended defender. iT'S your DECISION, BASED ON YOUR UNDERSTANDING OF THE RULE & OBSERVATION.

Wow, IMHO much, much simpler than that.  Open palm, fixed extended arm at contact - legal.  A wind up and forceful blow to the head, a foul.  Pretty simple IMHO.
