They are in formation and movement by one or more players simulates the start of the play. 7-1-2-b-1.

Seeing as there is no definition for "scrimmage formation", why would it matter if we don't have a snapper as defined by the book?

There is a player over the ball, thus I would call him the snapper. Unfortunately, it appears that he forgot to place his hand on the ball and snap it. I would guess that his is not normally a snapper and simply forgot his new duties.

In order to have a false start the ball has to be ready for play. (7-1-3)

Seems illogical that if the ball isn't placed on the ground by an official with its long axis parallel to the sideline that it could be ready for play.

Being that my video isn't clear I was assuming by the title of the youtube video that the ball wasn't there. If the ball was in fact there, then false start. A false start can still happen without a snapper, but encroachment would not be possible without the snapper touching the ball.

I can't see his number or his hands (I am assuming they are at or below his knees, based on where his right hand seems to come from), but I'm pretty sure the guy to the right of #70 meets the definition of a snapper.

(b) A shift or movement that simulates the beginning of a play.
This includes the snapper who, after assuming a position for the
succeeding snap and touching or simulating (hand at or below
his knees) touching the ball, moves to another position.
