TD or OOB?

A jumps up in the end zone and secures the pass with both hands. He lands on B's shoulder in the end zone and first touches the ground OOB, both feet.

TD or OOB?

Rule citation please.

I'm pretty sure I know, but I am opening my rules book right now.

Rule 7 SEction 5 article 5 (7-5-5)

Here's my question and I"ve been looking for a rule to support this but is a defender lying on the ground considered part of the ground? So I am imaginging a situation where a receiver catches the ball steps on a defender but then steps out of bounds.

Short answer-no, a defender on the ground is not considered part of the ground. He is considered a player on the ground. I'll post rule support in a minute

A defender on the ground is not considered part of the ground.  If he was, then when the runner is tackled and rolls on the downed defender, the runner is would be down.  As we know, he is not.  The  runner or receiver must actually touch the ground to be considered down or inbounds.  Sorry, no direct rule reference.

Indirectly, 4-4-2a, 2-4-1. Both of these speak to the need to be touching the ground, either to complete a catch, or be "down." Silence is golden in this case. Since neither mention standing on or landing on a player, we can safely assume a player is not considered part of the ground.

what do you suppose the 'anything other than a player or game official' might be?  Do you think it is the pylon they are referring to?  What else could it be??

Pylon, down marker, line to gain equipment, goal post are some that come immediately to mind.

Exactly. Which is the substance of the statement Derek posted. All those things make it an incomplete pass of a player contacts them before touching the ground inbounds. I will add, a nonplayer, substitute, media personnel, coach, the chains, the chain crew, yard line markers, advertising banners, cheerleaders... there is a lot of stuff outside the lines that make a ball oob.
