The one picture you provided is not directly down the line, so if you understand physics, it is not an good image to determine exactly where the player is in relation to the ball. The blue line does help, and with that you can see the defenders hand is at the same point on the blue line as the ball is and it looks at if his helmet may be slightly further than that. That all being said, it will not be called at that level if it is that tight very often. There is a good chance the official will warn the player, and write down on his card that he warned the player and told the coach, noting the time, and then it may turn into a flag after that. At the D1 level, it needs to be bigger than that. Without a warning, I doubt that call will be made by many wing officials.
If that is the worst of the ones you saw, no wonder it was not called.
