Ineligible Downfield or not

Need some help on this one from both an NFHS and NCAA perspective...

A1 throws a legal forward pass to A2 who is 2 yards behind the line of scrimmage. Lineman, A3 is 5 yards up field thinking the pass will be behind the line of scrimmage. However, A1 inadvertently throws over the head of A2 and the pass goes beyond the line of scrimmage (a) untouched; or (b) tipped by A2; prior to landing.

What do you have? Would you throw the flag or not for IG? Please give reasons.

NFHS - flag it in both situations.  A) obvious, I should think.  B) a tip by A does not change eligibility rules for A.  He is still ineligible and downfield.

A tip by B behind NZ would change this.

Can't speak to NCAA rules, so I'll defer to others.

We have a recent thread on this same topic.

If I believe the intent of the play was a screen pass but falls incomplete within a couple yards of the line of scrimmage. I do not have a flag.  ^no

This is where I'm leaning. I'm looking at the intent of the rule. By the letter of the law, it's a foul. However, I don't think I'd throw it.

NCAA, in a) you technically have a foul for an ineligible receiver downfield, but I think nobody would flag it. In b) there is no foul even in theory as the pass did not cross the neutral zone by rule.

CFO mechanics manual lists this as a philosophy: Pass on an IDF when it was an overthrown screen pass whose intended receiver was behind the NZ. I don't have the exact wording in front of me, but it's definitely spelled out.

NCAA you'd get an Incorrect call  or Incorrect judgement if you threw on either of these.
