I'm not resurrecting a dead horse just to flog it, but...
I think like most officials I got through last season by adapting the desired rule changes to the all-but-one principle. (Which I learned 52 years ago.) A few months ago I dedicated myself to really learning the new 6 basic spots. All I accomplished was to hopelessly confuse myself.
So, to review, and please correct me if I am wrong. Using the all-but-one principle, if the enforcement spot is behind the previous spot, the penalty is enforced from the previous spot. The exceptions to that are listed in 10.4.4. Those penalties are enforced from the spot of the foul.
Correct?
