In comparing the original posting of Quiz 1 to the "Re-Posting," the 'ruling' on question 8 was corrected. I think somebody had a 'brain fart' and (incorrectly) used the down/distance/location from 1st down as the "previous spot" for the penalty enforcement. The foul actually occurred on 2nd down, after Team A had advanced the ball 3 yards on 1st down. So, the correct down/distance/location related to this play in which the foul occurred was 2/7, A-43. The UNS for simulating a substitution (hideout play) is enforced at the previous spot, 15 yards, and repeat the down, yielding, 2/22, A-28.  Because of the penalty completion, the play clock is 25-seconds, and starts on the referee's signal. Since there was an apparent TD, the game clock starts on the snap.

They state that this is a "team UNS," (as opposed to a UNS charged to a player or a coach). How do we know that? Nothing in the rule language states such. The penalty statement doesn't make that distinction. None of the ARs make that interpretation. The Summary of Penalties doesn't categorize UNS fouls as 'team', 'player', or 'coach'. Honestly, this one is coached, and ought to be charged to the HC. But, they need to make that distinction in the rules, not in a bulletin.

No to pretty much everything. The goal should be to eliminate gray area. Adding exceptions and special scenarios to 45 different rules makes it extremely difficult for new officials. Hell, for lots of veteran officials as well. The game in HS and below is drastically different than NCAA, but so are the officials. Strive for simplification, uniformity, and standardization above all else.

YES - (11) IFP if QB went beyond LOS, then behind to pass. This just makes sense, and the rule as is has never made sense to anyone watching football.
(18 - 25) Proposals aimed at correcting/clarify/re-writing Rule 10. Cautiously yes, depending on what the "clarification" is.


As always, I enjoy in reading and value your opinions. I often use some of them in the upcoming debates. Please offer yours.

(1) Equipment Cops: more coloring rules on home jerseys, Pants covering thigh pads only needed. Sweat bands,any eye shadow and play cards can be worn anywhere. Equipment missing = TO charged to player's team.

(2) Holder's knee only nears to be NEAR ground.

(3) Major PF's are : Targeting, RTP/S/H,K, horse collar & DBPF by same player; on 2nd =  :thumbup.

(4) Drop kick only if as ball touches ground.

(5) Reciever remains 'defensless' for first two steps.

(6) Fumble OOB W/less than 2 min.= start clock on RFP.

(7) Run clock during 1st down by A.

(8) Forward fumble > OOB > spot of fumble . Clock starts whwn ball back inbounds.

(9) Foul on K only if free kick is beyond field of play when touched by OOB R.

(10) Late in half/game, FGA prior to 4th down= OK with # exception.

(11) IFP if QB went beyond LOS, then behind to pass.

(12) Make IG a spot foul w/o any yardage.

(13) Reduce DPI to 10 /yds AND add AFD.

(14) Add AFD if DPI

(15) DBPF > USC , 2 USC + :thumbup

(16) Fouls by B > B's 30, consider if full 15 would create 1st down.

(17) PF if by B = AFD.

(18 - 25) Proposals aimed at correcting/ clairfy/re-writing Rule 10.

I was notified when it went live on the hub.

I had to check all of my devices, but I found it on a ‘spare’ iPad. I guess I deleted it from both my primary iPad and my phone, while cleaning out junk e-mail.

Now I wonder why there was a ‘re-posting’ of the answers a short while after the original posting, today. When I get time, I’ll compare both, word for word.

Did y'all get a notice from the CFO that Quiz 1 was available on 5/2? I don't seem to have received that notice. However, I DID get the notice that the answers were available today. Anybody share that experience?

In keeping with my pledge, I did watch parts of the Birmington/Memphis game. It was not my premiere sporting event of the day, as to be followed by the Kentucky Derby and the Bruins/Maple Leafs game seven. Birmingham was well ahead when I left for our Durby party (my pick didn't win) and at 11:30 PM when the Bruins won in OT ( their goalie was a UMaine grad). That made up for my horse,Freedom-something, and Mepphis losing.

Is it Super Bowl caliber football---NO; but it is football. Last week I was asked to ump a middle school game, due to our umpire shortage. My response was : "Sure, I know it won't be very good baseball, but it's still baseball !" If you don't have a fav shooting for the NBA Champ (Celtics), Stanley Cup (NHL-Bruins), or a team to cheer/boo (Red Sox) and want to watch sports...'tis football.

Ralph, I would never expect sub-varsity sports of any kind to be high quality. And I wouldn't expect sub-FBS NCAA football to be great, although some FCS programs are quite good (North Dakota State comes to mind). But, the AFL are supposed to be the better of NCAA players, looking to make it to the NFL. I decided to watch a little more of a game yesterday, and I did see some successful plays. But, I saw far too many just plain dropped passes, etc., to qualify this as good football. I'm not talking hard throws, or shoestring throws, or "I'm gonna get killed if I stretch up to catch that ball" type of drops. I'm talkin' 'hit 'em in both hands, chest high, with no opponent within 3 yards of 'em' type of drops. Not just once, but at least three times across the very few games/downs I observed. These guys are being paid to play this game. As compared to the NFL, not a lot, I will grant you (like $5,500/week for active roster players). But, comparing the level of play to even most FCS conferences, it is really bad.

They ain't gettin' any of my money. The closest I'll get to a UFL game would be when I attend a Texas Rangers game at Globe Life Field, and the Arlington team is playing next door at Choctaw Stadium.

In the mean time, go Stars! Go Rangers! Go Astros! Go Texans! (Cowboys - eh - so so). Haven't watched NBA since the Dr. J, Larry Bird, early Michael Jordan days. They need to increase the diameter of the ball by 2", and raise the rim by 12". Or make a shot made inside the 'arc' worth 3 points, and outside the 'arc' 2 points.

I can’t make this up.

I tuned into a live game a short while ago (Birmingham @ Memphis, I think), and, in the FIRST down I watched, Team A had 4th and about 8, or so, and changed from a punt formation and ran the ball quickly, to try to get the first down. The BC got tackled 2 yards short of a first down. So, Team B takes over and, on the first down of their possession, the QB gets pressured, attempts to run, trips and fumbles the ball, and the defense recovers. Totally inept on both ends of the ball.

Just plain horrible football.
